Conditionally adding a border to a range of cells

I am trying to make a sort of template for myself to enter information into. There will be data in columns A to D. The number of rows containing data will change often, though. I am trying to find out how to type my data into the spreadsheet (say A1:D15, for example) and then have the border appear around the edges of the data range by itself, so I will not have to keep changing the border settings around every day. Thanks!

Perhaps manually create one range and use conditional formatting to cause the borders to appear when data is entered, when all cells are full, the lines will be fully drawn?

Then use the Format Painter to copy that formatted range over other same-shaped ranges.

Conditional formatting referring to a different cell

Is there any way of making a cell's conditional formatting dependent on the value of another cell? For example, I want to put a border underneath A16 when D16 is equal to 1, but not when it is equal to any other number. Any way to do that? Thanks!

In A16, Conditional Formatting, Formula is: =D16=1 and format as you like.
