To display all the names for same rates in one cell.

I am analysizing the rates of interests for different durations prevailing in different banks...
Now, lets say I have accounts with 5 different banks and each bank has different rate of interest for different time intervals, then its obvious that I would choose the bank offering me the best interest rate at any given time...

I have made different tables putting the Interest rate for different banks, and am able to get the best interest by using the MAX function and then pulling the name of the bank using the Index function..

However, when the Interest rates are same it always picks the first occurence of the Max value and inadvertently the first column or the Bank therefore depriving me of the other choices...

Now how do I display all the names in case there is more than one choice...
I have used some logic but its not correct in all possible solutions..

The solutions provided are indeed informative however not related to my query as my query points at diplaying all values in one cell depending the some criterion...

So anyone ...I know how to get multiple values in different rows but getting them in the same cell is pretty challenging.

I have tried hard but am at my wits end but o no avail...Someone atleast reply...
