Lookup Error with Double Digits

Please review the attached spreadsheet. I am using a simple LOOKUP formula in R1 - U15, that looks for team members on teams in Column P. Note that the teams that start with 1 (i.e. 1, 10, 11, 12, etc.) all reference Team 1. How can I get them to reference correctly?
