scroll bar usage with data validation

I am using data validation in sheet called "output". The list of data is contained in a sheet called "client" in column T and has name range of "client_data" (T:T). My data validation list is as follows:

Currently there are only 5 entries in column T. However, in column D, I have ~600 entries. The problem I run into is that when I am using the dropdown feature for data validation, I get a choice of my 5 valid entries plus ~600 blank entries to choose from. Is there a way to only have the "non-blank" entries show in the dropdown?

For your data validation formula, you might try this instead:

Works perfectly if the list is within the same sheet. My list is in a different sheet named "data". I tried using this formula:

where "client" is the named range for column T...it somewhat works. How to I get the first part of the formula to look at the "data" sheet? Thanks
