Hi:

In column A- I have personnel name
column B- I have % of raise (formatted in percentage)

in some other cell I want to insert a function which will count only if raises are > 5% and less than 6% in the range of B2:B23

Can someone please help me out with this?

Try

=SUMPRODUCT((B2:B23>0.05)*(B2:B23<0.6))

Note: that doesn't incude exactly 5% or 6%, if you want to include those values then change > and < to >= and <=
