IF function with a range of cells

I'm creating a Wedding budget and one of the categories is decorations. This category has about 11 subcategories.

What I want to be able to do is make and if function that will return the word "PAID" if all the cells in the cell range of the cell categories have the word "PAID" in it. Here's my equation so far.

=IF(H14:H24="PAID","PAID",0)

all it returns is a #VALUE! error

Maybe

=IF(AND(H14:H24="PAID"),"PAID",0)

It's an array formula so enter with Ctrl + Shift + enter

=IF(COUNTIF(H14:H24,"PAID")=11,"PAID","Not complete")
