Sorting Data automatically

I've attached a spreadsheet that has two sets of data.

In the second set, I'd like to use a formula that will sort the data from the
first set in the manner I've shown (by reversing the two columns, and then
sorting first by area, and then by node)
Any help in finding such a formula is much appreciated.
