    2 Distinct Sections on one sheet

    I apologize if this is already posted, but I tried as many different search terms as I could think of and didn't find this particular situation.

    I need to create a sheet with two distinct sections. The data in the sheet doesn't involve any formulas, this is simply a visual reference that will be printed and filled out. It needs to appear exactly as entered. My problem is that the document needs to have a kind of "legend" or "key" at the top and an actual grid at the bottom to write in the data. The grid will not line up between the two sections.

    I am not exactly sure how to approach this. I would like to simply have both sections in the same sheet, but I don't know if this is possible. If so, how can I have cells that do not line up with each other?

    I am perfectly ok with having two seperate sheets that either merge into a third sheet if possible, or just to have the two original sheets print to the same page. I have tried printing them both together, but they always print to different pages.

    I have tried using word and importing both of the sheets into it, but a big part of the 2nd sheet doesn't display I suppose due to not having data in it. I also need to make this changable and printable by someone who has very little office knowledge, so importing into work each time a change is made is out of the question.

    I am fairly experienced with Excel in it's most basic sense, but this is a little more advanced than anything I've had to do... I hope I've explained things well enough for someone to chime in with possible solutions.

    I have enclosed a "slightly modified" version of the file I am working with. I had to change a few things due to confidentiality issues, but the format is the same nonetheless.
