I would like to set up a period report which displays a set of milestones
and measures each of them against a baseline reference giving a couloured
indication: green if on track; amber say 10% out; and red, more than 10% out.

Hi JPG,
Sounds like conditional formatting could be what you're loofing for. It
allows you to format a cell for color etc. when various preset conditions
are met. You'll find it on the Format drop down.
