Find the date for monday prior to May 25th

Can anyone provide a formula to find the Monday immediately prior to May
25th (the Canadain Holiday "Victoria Day") for any given year?

=DATE(y,5,25)-WEEKDAY(DATE(y,5,25),3)

assuming you want 25 May if it happens to be a Monday.
