Conditionial formatting for merged cells, function Len($A$4)

Need to have the function len as a conditional format function for merged
cells.
Doesn't seem to work for merged cells.

The Conditional Formatting should work in merged cells, whether the merged cells are the ones with the CF or are the ones referenced by the CF (or both). The Condition 1 should read:

Formula Is: =LEN($A$4)>2
and set your format (adjust the desired length to suit your needs)
