Select A1 and Format>CF>Formula is:
=$B$2=2
Pick a nice red color from the Format>Patterns Tab and OK your way out.

1) Click on A1
2) Open conditional formatting
3) Change the drop box from "Cell Value Is" to "Formula Is"
4) Enter "=B2=2" (without quotes) as the formula
5) Choose your format, pattern
