Show the top left cell that you always want to see (probably A1).

Select the cell in the row under the last row you want frozen and to the right
of the last column you want frozen.

Then Window|Freeze Panes

For instance, if I always wanted to see Rows 1 and 2 and columns A and B, I
would make sure I could see A1 first.

Then select C3, then window|freeze panes.
