Multiple Coulmns to be auto generated based on Permutation

Hi All,

I have a set of problem where I want to generate multiple column based on the permutation and combination of the rows[Multiple] and column.

The data set has multiple rows and columns and based on the same multiple rows to be geenrated and the value to be populated in each column.

Constrain can't use VBA so have to only formula based.

Half of the formula is working [Till Row and Columns ]whereas the other half of deriving the numbers with offset is not working as the actual ref numbers are large and cannot be picked up from row number.

For example one of the actual number is in millions. so the ref to row in offset is not working.
