INDEX MATCH every instance

I have a spreadsheet that spans across many columns in a uniform way. The information is in every 4th column and thought I could write a INDEX MATCH formula to produce a unique list for every time the criteria is met. I've tried to write the formula to grab every 4th instance, but the challenge is the match part looks at the first 'Color' instance so when the information changes to 'Pigment', those values are included within the list.

I am searching for a formula to make a list from the values in row 3 if the value in row 2 = 'Color'.
