Please update your profile to indicate the commercial release of Excel, not a version number. I do not know what 16 is. Show something like Excel 2016, Microsoft 365.

Your explanation is not clear, the files don't match, and the matrix file doesn't seem to be a sample solution for your data. I am just going to guess. See attachment. I have provided a formula solution. I tried a pivot table solution but there is not data for every combination and that gets left out of the table instead of shown as 0. Color coding in your example is not consistent so I didn't try to add it.
