    Conditional Formatting Cell not copy properly (Absolute vs Relative Cell Reference)

    Hello and thank you to the Excel experts.
    I have spent hours on this and finally gave up. I developed a Conditional Formatting formula that works properly in one cell, but the formula does not copy properly to other cells (I need some of the cell references to be relative but they copy as absolute). I need to copy this for hundreds of cells. I have attached the spreadsheet that includes the problem statement.
