    Conditional Formatting Cell not copy properly (Absolute vs Relative Cell Reference)

    Hello and thank you to the Excel experts.
    I have spent hours on this and finally gave up. I developed a Conditional Formatting formula that works properly in one cell, but the formula does not copy properly to other cells (I need some of the cell references to be relative but they copy as absolute). I need to copy this for hundreds of cells. I have attached the spreadsheet that includes the problem statement.

    Formula: copy to clipboard

    The row number needs to be absolute.

    Same for red

    Hello Trevor. Thanks for the advice. I copied the solution into my Excel but it did not work. I've attached an updated sheet to explain my problem better... let me know if you can solve this. Thank you. Tim.

    Hello Trevor. That worked! I don't understand how it works, but it works (I expected the formula would be different in every cell after I copied and pasted it... like Excel normally changes the relative cell references when you copy and paste them).
