=SUMPRODUCT($C$2:$I$51*($A$2:$A$51=$L3)*($C$1:$I$1=M$2))

The result is showing sum of the columns I need the count instead of sum.
Small change:
=SUMPRODUCT(($C$2:$I$51<>"")*($A$2:$A$51=$L3)*($C$1:$I$1=M$2))
It worked .
