How to calculate vacation hours based on pay period

Hello, I am trying to calculate vacation (PTO) for employees based on hours worked.

Our pay schedule is bi-weekly. The vacation (PTO) policy is as follows - if they work 80 hours or more they accrue 3.33 hours per pay period and if they work 60 hours or less they accrue 1.66 hours per pay period.

If they work 70 hours, how many hours do they accumulate?

It would still be the 1.66 hours accrued for 70 hours. They have to work a minimum of 60 hours to accrue any PTO vacation.
