Excel formula help

I hope you're doing okay.

I need help with an excel formula.

so basically I'm trying to track how many times an employee refuses a shift. I have approximately 85 unique employees, and every time they do not submit their availability, they add a point( 6 points and they get a drop in seniority) I have tried using a what if formulae =IF(AND(COUNTIFS($D$5:D5,D5,$G$5:G5,"No")>=2,COUNTIFS($D$4:D4,D4,$G$4:G4,"No")>=2),1,0) however, it isn't working as well as I'd hope.

any guidance would be much appreciated.
