Conditional format all columns if <= a cell value

Hi all, this should be very easy but I struggle with the syntax of cf formulae.

I wish to cf entire columns in a range if the column header is <= to the current week (number in highlighted box) - I just need the formula in the new rule window.

    Thank you for any help

Select the data that you want the rule to apply to (in this example, B3:K21)
Create a conditional formatting rule using a formula
    Formula: copy to clipboard

The idea is that you have one formula that applies to the entire range. The way the formula is interpreted by Excel is as if the formula applies to the first cell in the range. In this case, that's B3. So in B3, you want to refer to the week number in the same column (B$2) and the row, which is always row 2 (B$2). So even if this formula applies to E12, it is still the same formula. This is the one very confusing aspect of conditional formatting.
