Countifs Excluding Certain Items

I have values in A4:A23 and Text in A4:A23


I tried to set to a formula below to exclude ceratain branches where values are < 0. I should get 12 , but get 14

 =COUNTIFS(B4:B23, "<0", A4:A23, "<>HeadofficeBR1", A4:A23, "<>Headoffice-BL1", A4:A23, "<>Headoffice BN1")

It would be appreciated if someone could kindly check my data and amend my formula

Why do you expect 12? I count 14 that meets the specified criteria.
