If you are using Google sheets, I can not help you. I do not use GS.
If you are using Excel, read the instructions (yellow banner - top) and attach the Excel file HERE.

There are instructions at the top of the page explaining how to attach your sample workbook (yellow banner: HOW TO ATTACH YOUR SAMPLE WORKBOOK). Screenshots are of little practical use as we cannot manipulate them.
A good sample workbook has just 10-20 rows of representative data that has been desensitised. It also has expected results mocked up, worked examples where required, relevant cells highlighted and a few explanatory notes.

You are referencing the wrong sheet in the formula. Change this:
=VLOOKUP(B2,'File Latihan'!$A$1:$D$11,2,FALSE)
to this:
=VLOOKUP(B2,'Data Referensi'!$A$2:$D$11,2,FALSE)
In E2:
=HLOOKUP(D2,'Data Referensi'!$B$14:$E$15,2,0)

You didn't fix the range:
=VLOOKUP(B2,'Data Referensi'!$A$2:$E$16,2,FALSE)
The $ signs are needed.
If that doesn't fix it, attach the WORKBOOk (don't use screenshots in future, please).
I mean about hlookup function
Please try: in E2 and copy down:Formula:
=HLOOKUP(D3;'Data Referensi'!A$15:E$16;2;FALSE)
Same issue - you need to FIX the range with $ signs. Workbook fixed.
