nested equation with conditional formating

Need to format a spreadsheet so that a row will colour fill based on the value one cell. Hopefully the attachment is here. Need to have the row coloured if the days remaining is 1:90. Second condition is if days remaining is 0 or less. I have been trying conditional formatting but haven't been able to make it work.
