Conditional Formatting 2nd Small Number

I have numbers in column A
I need formula for Conditional Formatting that highlight 2nd small value
A1:100
A2:99
A3:98
A4:97
A5:96

Conditional Formatting should be highlight A4:97 because it's 2nd small number

may you please make it specific for A1 to A5
somthing like this :
=A1=SMALL(A1:A5,2)

in fact I have 5 number in A1:A5 and I need 2nd number
