Conditional Format Not Copying

I can not seem to get the conditional format in C31 to apply properly in rows 32 through 39. For each row, I'm trying to have it be red bold italic in C, if C is less than or equal to 95% of B. My data starts in row 31 and could go up to 600. My current formula is =($C$31/$B$31)<=0.95 and applies to C31. See screen shot in attached. C32 should be turning red italic and so should C37.

What is the correct formula to get this to work the way I would like?

And that, I think, is your problem.

Change

=($C$31/$B$31)<=0.95

To

=($C31/$B31)<=0.95

That is, remove the absolute references to the rows by removing the dollar signs.

=(C31/B31)<=0.95
