Creating a schedule but I need the formula to check to see if that shift is filled

I need help with a scheduling assistant. I have every possible shift mapped out, but not enough employees yet to fill them. I am trying to have the formula in "Scheduled by Hour" starting in cell D42 pull from column B to see if the spot is filled and if it is filled then count how many employees are working during that time frame.

Example, the formula currently have 12:00pm listed at 17, but that's because there are two blanks above for that shift. It really should be pulling 15 because only 15 of the available 17 shifts are filled. How can I correct this formula?

Change formula from a countif() to a countifs()
    in D43:

    Formula: copy to clipboard

    drag down

don't forget to update D41 appropriately as well
