Syntax to blank "0" from blank referenced cell

Hello - I have a workbook with one sheet called Instructions which contains cells that are referenced by six other sheets. When the cells on the Instructions sheet are blank, a zero is displayed in the referenced cells on the other six sheets. What is the correct syntax to keep these zeros from being displayed? I have attached a sample sheet and all of the zeros I’d like to not be displayed are in red on the Baseline and Ongoing sheets.
