COUNTIF for DOW Staff by Interval

Hi Guys!

I currently have a file that calculates the # of staff by interval for each day of the week based on their shift/schedules. I'm running into a problem with overnight schedules. See the file sample, A:B show shift start/stop and C:I each day of the week with the following formula being used on M:S =COUNTIFS(C:C,M$2,$A:$A,"<="&$K18,$B:$B,">="&$L18)

As you can see, those shifts in row 10 through 13 are not being accounted for. I have searched for weeks and have yet to find a formula that helps with the overnight headcount and have been manually adding/removing those shifts.
