I am looking for a formula that will show the difference in 24 hour time format
eg: 17:30 - 24:00 = 6.50
This will also be used for billing purposes, so final time should not be 6:30, but instead 6.5

In 24 hour time format, there is no "24:00" - it's "00:00" the next day. With Start in A2 and End in B2, the following might do what you're looking for:
