Average value for a given time period applied to all previous time periods

I am trying to add a column to my table that applies the average value for a given year to all previous values. In this example, We want to find the average sales amount for each individual person across all 4 quarters in 2020. We then want this applied to all other values from previous years. Thanks for the help
