I want to evaluate entered criteria from user inputs (data collected), against a set parameter of reductions 10%, 8%, 6%, 4%,2%, 0%. for each input. How do I do that?
For example in the attached, cell C18 has 44 entered. This is for Medical Aid events during 2013. IF in 2014 they see a 10% reduction (enter value of 40) that would be given an "A" Rating. if only 8% then a "B" rating, and so on.
This would be the same for each line item,

What if there was more than 1 reduction value in F16:K16?
This returns last value found in F16:K16:

What about comparing 2014 to 2015--where does that result go?
Where does the rating go? There are six columns A-F but you only need one grade, so it doesn't seem you would need six columns.
Also you should avoid merged cells at all costs.
This would be simplified if you built a table with the percentages and corresponding ratings. I have done that and take a guess at what you are asking.
