    Conditional formatting doesn't work....

I've been trying to learn some more "advanced" excel tips and tricks. I input information exactly as described in tutorials, and yet the results that are returned are nonsensical.

For a table where I'm trying to highlight all rows that contain certain information, I go to Conditional Formatting -> New Rule and input: =$B3<$B$2. And it highlights some cells that fit that criteria, but doesn't highlight others. It's very frustrating because this is the same type of thing I'm seeing with all the formulas I'm trying to learn, so I'm trying to see what I'm doing wrong.
    I've also tried =$B3<$B2
    =$B3<"$B2"
    =$B3<10

I've changed the numbers to "text" and back again to "number".
I'm at my wits end. I've attached a file that will hopefully show what I'm talking about.

    Please help!

    Re: Conditional formatting doesn't work....

you have selectect A1 to B8
so in conditional formatting it will start looking in cell A1
    and then use
    $B3<$B2
and highlight row 1 - if that is true
and so the conditional formatting will be out by 1 row

you need the formula to be the correct reference to the row

let me look further and i'll come back here and edit this post

    so in your example

    $B2<10

    change that to
    $B1<10

if you do not want to apply to row 1 - often titles

    then you would select
    A2 to B8
    and use
    $B2<10

now looking at your other comments
    I've also tried =$B3<$B2
    =$B3<"$B2"
    =$B3<10
    "" changes to text

    so
    <10 is a number
    BUT
<"10" is text and so cant do less then a text , although excel does apply a numbering to text - so can be confusing

    so
    =$B3<"$B2"
again that looking for B3 to be less than a text "$B2" - NOT a cell reference as the "" changes to text
    hope that helps

Your rule for A2 should be:

    =$B2 < $B$1

The Applies To range is $A$2:$B$8.

EDIT: Clear all other attempts you’ve made before applying this.

    Re: Conditional formatting doesn't work....

Thank you for your response. I tried it initially with row 1 selected and it did not work. I then selected only rows 2-8, and it worked great. Thanks!

Thank you. I had to play around with all your examples to figure out what you meant, but this is great advice, and it finally works! Thank you!
