How to link certain rows to a new tab without them changing

Hey,
How can I link data from one tab to another in excel with so that the needed data (rows) stay the same in the new tab although the order of the rows in the original workbook would change? Now I have a problem when I link certain rows from the original workbook to another tab using the = function, and the order of the rows change in the original document, so does the data in the new tab. So, how can I link the needed rows to the new tab so that the rows stay the same although there could be new rows added in between?

I suspect you will need VBA to do this as formulae by their nature are "volatile".
