Merged cells - sinful!!!
So you'll need to offset the second criterion thus:
=SUMIFS(D$33:D$83,$C$33:$C$83,$C$161,$B$32:$B$82,$B$4)

Because of alignment. The values don't actually exist in the rows you are referencing in the row 161 formula, so you need to offset to make it reference the FIRST cell in the merged cell.
Don't use merged cells - just copy down values to individual rows, and then you won't have issues like this.
