Determine a Row/Column then Search it

I need to set up a formula that will first find the correct row or column in a table, and then search through that specific row/column to see if a value exists in it.

So in the attached tables, I need to determine what row/column to search through based on the First Condition, and then search that row/column for the second condition, and if the second condition exists in the table, return true
