Conditional formatting dynamic range of cell (manual gantt chart)

As this is my first post I would like to say Hi to the community.

I have been looking for an answer for this for a while and conceeded.

I am looking for a conditional format idea between two range of unique cells, so everything between "START" and "Actual" in each row would be formatted and changing, depending on where the start and finish cells are.

Also, is there a possibility to include self-updating vertical bar showing actual time? Apologies, but I am speaking bit out of my depth here
