Verifying manufacture numbers from multiple inventory locations

Need to cross-match data from multiple inventory locations to cleanup old manufacture (and later, vendor) numbers. Here are the variables:

There are additional data/columns between each inventory location. Removing them so the mfg # columns are side by side is not desirable.
Some locations may not have the item so one or more cells in the formula range may be blank.
Some "numbers" will show as text as they may start with 1 or more zeros. Removing the zeros is not an option.
Some "numbers" also include letters.

As I'm looking at approx 15,000 items, finding a formula that will work regardless of a text or number format would be a huge time saver.

I am not sure what "cleanup old manufacture (and later, vendor) numbers" means.
It may if we could see a before, what is already in A2:L7, and an after, what you would like as an outcome, so that we can attempt to automate the process of getting from the before to the after using formulas/code.
