I would like to generate multiple labels for items entered by a user.
For example
Item. Quantity.
Widget. 4
Thingamabob. 22
I would like to generate 16 labels, 4 with widgets and 22 with thingamabobs using a mail merge. Any way to get that done?

I have no idea what your expected result should look like. Please read the yellow banner (top of page) and upload a sample sheet, showing what you want.
