Aggregate Function Not Workinbg with Multi Counties

I am working on a large tornado database. Everythig works well with the following equation

=IFERROR(AGGREGATE(14,6,$B$2:$B$19/($E15=$A$2:$A$19)/ISNUMBER(FIND(LEFT(F$14,2),$C$2:$C$19)),1),"")

However, when I can multicounties affected, the equation fails. I tried replacing $E15 with "*Dodge*" and "Dodge (MN)". The equation fails and it provides me with the earlier date or blank.

Any help would be greatly appreciated.
