How to insert hyperlinks into a calendar in a random order that doesn't repeat.

I'm looking for any insight on how to create an organized schedule for some hyperlinks. I would like to find a way to use all of the hyperlinks up, in a random order. The hyperlinks should not repeat until all of them have been used. There are four crews and they all need to see the same contacts. The highlighted colors are the days that those crews work (5 on, 5 off, 4 on, 5 off, 5 on 4 off) . So if crew 1 and 2 read a hyperlinked procedure/contact on the 17th of July then crews 3 and 4 would read it on the 22nd of July.

Contacts are also sometimes randomly added in throughout the year based on importance. But unless there's a way to add them in without disturbing the sequencing that can be left out. And the priority will be read in place of the scheduled one.
