Flexible Number format in a Single Cell

I am trying to create a dashboard based off 2 metrics. Some of the targets are whole numbers and some of the targets are percentages. Is there a way to set a cell to show a percentage, or a whole number...based off some criteria??
Never really encountered this...looking for some help please.

I imagine you could using conditional formatting. It'd be easier to provide a solution if you uploaded an example workbook.
