Check if raise increase is in the 3% targeted increase

    Good morning.

I am trying to get a formula to show me if a Raise increase is in the 3% targeted increase. Based on performance, managers can give less/more of an increase percentage. I am basically wanting to know if Column J is at 3%, under or over.

    Thank you.
