Conditional Formatting Issue

Hi

is it possible to set the conditional formatting int he following scenario :

Cell A2 has a specific date

so in B2 if user put any value before or after the date in Cell A2 then Cell C2 turns Red ?

but in Cell B2 doesn't have any date or numbers, it has users name
