INDEX with second criteria

I have the following formula that I'd like to expand on:

=IFERROR(INDEX($A$2:$A$10,SMALL(IF($C$2:$C$10=$S$1,ROW($A$2:$A$10)),ROW(1:1))-1,1),"")

Currently it matches value in S1, I'd like to also match value in S2.
