How to highlight Data using conditional formatting

Hi, I want to highlight red any data that is below 1 in column L based on the information from K. In the screenshot I have just attached the column K has a blank. I had tried to use conditional formatting, but its not highlighting L10. I am not sure if the blank plays a role in this or my approach. How do I go about this?

    please see my workbook attached.

Why do you have this in K10?

    =""

    Get rid of it.

    CF rule: =$K4<1

    Applies to: =$L$4:$L$10

That shouldnt be there I must have forgotten to remove it although I did use condition formatting without it at first. Otherwise K10 should be blank. I will try you advice right away.
