I need a formula that counts number of cells that have the number 3 in it, including hidden cells from filtering (meaning some of the cells with value 3 are filtered away).
=COUNTIF(Range,3)
Most formula will include hidden/filtered cells when evaluating, with exception of Subtotal and Aggregate.

You can still use =COUNTIF(range,3) - the result will include all the cells in the range, even hidden ones.

If you use commas as your decimal separator (1,23 instead of 1.23) then please replace commas with semi-colons in your formulae.
