Get rid of all your rules and start again with the following three:
=AND($D2="Cell1",K2<>"")
=AND($D2="Cell2",K2<>"")
=AND($D2="Cell3",K2<>"")
Apply to the range $K$2:$U$20.
Tick the Stop if True box for each.
