Counting of occurrence (certain phone number) within time interval

Dear All,

I try to Count the occurrence of (certain phone number) within time interval, I try to use the count if function as i searched online
but it comes with zero matching, can someone please check for me what problem has happened

The "times" in column C are not true numeric time values. They are text values that look like times. You need to use Text to Columns to convert the data to true numeric time values.

Also, you need to adjust the formulae as they all refer to column C for the telephone number:
